Javelin missile co-production in India moved from talk to a signed intent on Monday, with Tata Advanced Systems and the Javelin Joint Venture agreeing to explore building the anti-tank weapon in the country.

The two sides signed a memorandum of understanding to study a final assembly and integration facility for the Javelin All Up Round in India, along with the capacity to make some of its components there. The Javelin Joint Venture is the partnership between Raytheon, an RTX business, and Lockheed Martin that builds the missile.

Tata Advanced Systems has been picked as the prime Indian partner for the effort. The Javelin Joint Venture said it chose the company after weighing several firms on capability and expertise.

For Tata, the draw is bringing missile assembly and the know-how behind it onto Indian soil. "This initiative brings critical assembly expertise and knowledge transfer into India's defence industrial ecosystem, while strengthening self-reliance," said Sukaran Singh, Chief Executive Officer and Managing Director of Tata Advanced Systems. Local assembly of the All Up Round, he said, would give the Indian armed forces quicker access to a proven, combat ready weapon.

What the Javelin missile co-production covers

The work would split across two countries. Sub-assembly kits would be built at Lockheed Martin's plant in Troy, Alabama, and the guidance electronics units at Raytheon's site in Tucson, Arizona. Both would be shipped to India for the final assembly and integration of the All Up Round.

Component production in India is part of what the two sides intend to study under the agreement. The plan keeps work in the American supply chain while opening a new line abroad, and it gives the venture more than one source of finished rounds at a time when demand for the missile has climbed.

Rich Liccion, vice president at the Javelin Joint Venture and Lockheed Martin's Javelin programme director, cast the Indian facility as a way to steady supply of a weapon in heavy demand. A dedicated assembly and integration line in India, he said, would widen the country's high technology manufacturing and add to a more resilient supply chain for the system.

Why the deal matters for India

Bringing final assembly and integration of the Javelin onto Indian ground would feed the country's defence industrial base, the kind of high technology work New Delhi has spent years trying to draw in. It would create skilled jobs and build local expertise in a class of guided weapon the Army still largely imports.

The Javelin missile co-production plan, if it advances past the study stage, would put final assembly of the American anti-tank weapon on Indian ground, folding it into the wider Aatmanirbhar Bharat drive.

Jenna Hunt Frazier, president of the Javelin Joint Venture and Raytheon's Javelin programme director, framed the Indian agreement as a foundation for the missile's global supply chain, one that supports faster fielding and steadier readiness for partner forces.

The Army buy behind the co-production move

The industry agreement follows the Indian Army's own step towards the weapon. The force recently signed a Letter of Offer and Acceptance for the Javelin through the United States Foreign Military Sales route, closing a procurement question that had stayed open for years.

When that signing was announced, Washington flagged co-production as the next stage without naming an Indian partner. Monday's memorandum puts a company to that intent and sets the shape of the work each side would take on.

Tata Advanced Systems is not new to work of this kind with the two American firms. It already partners Lockheed Martin on the C-130J line at Hyderabad, building structural sections of the transport aircraft under a joint venture that has run for more than fifteen years.

India's own anti-tank missile in the background

The Javelin work runs alongside an Indian effort of its own. The Defence Research and Development Organisation has been developing an indigenous man portable anti-tank missile, a fire and forget weapon that has moved through trials, army evaluation and the Defence Acquisition Council's recent clearances. The foreign line meets an immediate need for numbers, while the home built missile is meant to carry the capability over the longer term.

The Javelin and its makers

The Javelin is a fire and forget anti-tank guided missile. The operator locks onto the target before launch and the missile then guides itself in, which lets the crew move or reload rather than track the shot all the way. Its top attack profile lets infantry strike armour from above, where a tank's protection is thinnest.

The missile is developed and produced by the Javelin Joint Venture, with Raytheon based in Tucson and Lockheed Martin in Orlando, Florida. The venture has turned out more than 55,000 Javelin missiles and over 12,000 reusable Command Launch Units to date.
