Quad-at-Sea Ship Observer Mission activity built up on Friday as Indian Coast Guard Ship Shaunak sailed out of Chennai for Perth, Australia, with six Sea Riders from the four Quad nations aboard, the Indian Coast Guard said.

The Sea Riders are two officers each from India and Japan and one each from Australia and the United States, embarked for the length of the transit. They will take part in shipboard activities and professional exchanges through the passage, the force said, with the stated aim of building interoperability, coordination and mutual trust among the four coast guards over the days at sea.

The Quad-at-Sea Ship Observer Mission and the May statement

The Indian Coast Guard tied Friday's sailing to the Quad Foreign Ministers' Joint Statement of 26 May 2026, issued in New Delhi at the end of a meeting between External Affairs Minister Dr S Jaishankar, Australian Foreign Minister Penny Wong, Japanese Foreign Minister Toshimitsu Motegi and US Secretary of State Marco Rubio.

That statement carried a wider commitment to a free, open and rules-based maritime order in the Indo-Pacific. The Quad-at-Sea Ship Observer Mission itself is not new. Coast guard agencies of the four countries launched it in 2025.

A departure ceremony at Chennai

Shaunak's send-off in Chennai drew personnel from all four Quad coast guards and navies, the ship's crew joined dockside by officers in Indian, Australian, Japanese and American service dress. The Indian Coast Guard marked the sailing with its 50th anniversary branding, the force having been raised in 1977.

What Shaunak carries beyond the Sea Riders

Shipboard activities of this kind typically run through the length of a passage. They give embarked officers extended exposure to each other's procedures, rather than the shorter window of a single port call or set-piece exercise. The Indian Coast Guard did not detail Shaunak's onward schedule beyond the Chennai to Perth run, and it gave no return date for the ship.

Shaunak's own mandate at home runs from law enforcement in India's exclusive economic zone to search and rescue, the kind of maritime domain awareness work the force has also tried to extend through medium-altitude drones sought under a July tender.

The MAHASAGAR frame

New Delhi placed the mission within Vision MAHASAGAR, the Mutual and Holistic Advancement for Security and Growth Across Regions framework it has used for outreach across the Indian Ocean, the same frame the Indian Navy invoked when its chief visited Mauritius in August to discuss Coast Guard capacity building there. The Indian Coast Guard cast Friday's sailing as part of its collective engagement with partner forces and its professional linkages across the region.

Quad coast guard contacts beyond Shaunak

The Chennai sailing follows a pattern of India using coast guard to coast guard contacts as a channel of the Quad relationship, distinct from the leaders' summits and the Foreign Ministers' Meetings such as the one held in New Delhi in May. The force's own calendar this year ran from that kind of engagement to domestic disaster response too, including flood rescue work in south Gujarat in July, a reminder that the same ships and crews cover both roles.

The Ministry of External Affairs' own Quad record lists maritime domain awareness, logistics and training among the areas the grouping has expanded since 2021. Shaunak and its Sea Riders are due to carry that expansion forward over the length of the Perth transit.
