Those agreements, if concluded, would sit alongside the existing framework rather than replace it, defence sources said at the time the visit's dates were confirmed.

Singh told the gathering that India and Sri Lanka share close cultural and civilisational ties that have given the bilateral relationship its foundation. He described the Indian community as a Sethu, the Tamil word for bridge, connecting the two nations, and called on it to keep contributing to closer ties between the two countries.

"India will always stand firmly with Sri Lanka whenever the island nation faces a crisis," Singh said, addressing the community event.

The remark echoes New Delhi's Neighbourhood First framing of the relationship, a policy the Ministry of External Affairs describes on its website as prioritising India's immediate neighbours, though the Colombo diaspora address itself was pitched as a civilisational appeal rather than a defence statement.


Defence exports cited as evidence of a wider shift

Singh used the platform to set out figures on India's economic and defence trajectory over the past 12 years. He said defence exports, worth around Rs 600 crore 12 years ago, have since reached an all time high of approximately Rs 39,000 crore, a run he tied to the country's push toward an Aatmanirbhar Bharat defence sector.

He added that the defence budget has grown from around Rs 2 lakh crore in FY 2013-14 to Rs 7.25 lakh crore in FY 2025-26. Defence sources said the figures were presented as part of a broader account of India's economic expansion rather than as new policy announcements, and a copy of the full remarks was carried on the Press Information Bureau's release.

Wider economic figures folded into the same address

Singh also cited India's economy doubling from around USD 2 trillion in 2014 to roughly USD 4 trillion over the last decade, growth of 7.8 percent in the first quarter of FY 2026-27, and average inflation of around 4.7 percent over 12 years against 10 to 11 percent earlier. He said India has signed trade deals with 38 countries over the period, including free trade agreements with eight nations against four before 2014, and referred to the India-European Union FTA as the Mother of All Deals.

He credited Prime Minister Narendra Modi for the rise in India's global standing over the same period. Around 25 crore Indians have been lifted out of poverty, he said, with the social security net widening from around 25 crore citizens in 2014 to approximately 95 crore now, alongside a sharp rise in electronics and mobile phone manufacturing and exports.

Ministry readout names the Sri Lankan attendees

A Ministry of Defence readout said Singh highlighted the community's role in connecting the two civilisations and people across the Strait separating the two countries, and that he reaffirmed India would stand with Sri Lanka through thick and thin. The readout added that he called on the diaspora to keep strengthening bilateral ties.


Sri Lankan Cabinet Minister Saroja Savithri Paulraj, Western Province Governor Hanif Yusoof, Deputy Minister Sundaralingam Pradeep and India's High Commissioner to Sri Lanka Santosh Jha attended the event, along with senior Indian civil and military officials and members of the Indian community.

MoU review still on the visit's agenda

The diaspora event came ahead of the visit's core defence agenda. Singh is due to hold talks with Sri Lanka's political leadership over the remaining two days, part of which involves a review of the India-Sri Lanka Defence Cooperation MoU that the two sides signed in April 2025. No fresh detail on that review, or on the reported air defence agreement, emerged from Tuesday's event. Colombo's own delegation to those talks has not been separately named.
