LCA FOC Trainers delivered to the Indian Air Force on Friday closed out the twin seater line under the Final Operational Clearance contract, with Hindustan Aeronautics Limited (HAL) handing over two Light Combat Aircraft (LCA) Tejas FOC Twin Seater Trainers and three HTT 40 Basic Trainers at a ceremony in Bengaluru, Karnataka.
Four Dhruv Next Generation (NG) helicopters went to Pawan Hans Limited (PHL) at the same event, in the presence of Defence Minister Rajnath Singh and Minister of Civil Aviation K Rammohan Naidu.
According to the Ministry of Defence, the Defence Minister described the handing over as a milestone in the country's progress towards indigenous aerospace capability, technological self-confidence and self-reliance. The ministry said the ceremony brought together a fighter trainer, a basic trainer and a civil helicopter, all of them built at Bengaluru, in a single delivery event. The three platforms were handed over to two different customers, one military and one commercial.
"Our aim is to make India capable, self-reliant, and globally competitive in meeting its aerospace requirements," he said.
LCA FOC Trainers Delivered as the Twin Seater Contract Closes
The two aircraft handed over are the final two under the FOC contract, the ministry said. A signalling out certificate for the twin seater aircraft was handed over on stage during the ceremony.
The trainers will support the Indian Air Force's training requirements and give pilots an indigenous training continuum into frontline fighter operations, according to the Ministry of Defence. The Tejas Trainer retains the core systems and the combat capability of the frontline platform, which allows pilots to train on the aircraft they will eventually fly in service. Delivery of the twin seaters has run alongside the Tejas Mk1A delivery schedule that the Defence Minister has reviewed at HAL through the year.
Singh said the LCA FOC Trainer would play a part in preparing pilots for a changing operational environment, with future air operations turning information intensive and technology driven. Combat effectiveness, he said, can only be ensured through a combination of well trained personnel, advanced technology, integrated systems and rapid decision making.
"While the Dhruv-NG exemplifies our indigenous civil aerospace prowess, LCA FOC Trainer stands as a symbol of indigenous military aerospace capability and the maturity of its fighter aircraft ecosystem," he added.

HTT 40 Deliveries Begin From the Series Production Line
Three HTT 40 Basic Trainers went to the IAF on the same day. The first aircraft in that batch has been named Ankur. India had for years relied on imported aircraft to meet its basic training requirements, Singh said, and HAL is now manufacturing the HTT 40 indigenously for the service.
He pointed to the aircraft's export potential and said he expected it to find demand in international markets. The Indian Air Force uses the type for primary training.
The Hindustan Turbo Trainer 40 is an indigenously designed and developed basic trainer intended to meet the primary training requirements of the defence forces, according to the ministry. It is built around a proven turboprop engine and is designed for good low speed handling characteristics. The aircraft carries a modern cockpit and avionics suite, and is cleared for a range of basic training and flying roles that includes aerobatics, general handling, instrument flying, navigation, night flying and close formation flying.
Dhruv NG Handover Takes HAL Into Civil Rotary Wing Operations
Four Dhruv NG helicopters went to Pawan Hans, the first batch of the type to move into commercial service.
The ministry said the helicopter marks an important step in HAL's entry into the civil and commercial rotary wing segment. Configured for civil operations, it carries enhanced systems, modern avionics and a more powerful engine, and is intended for passenger transport, emergency medical services and offshore logistics support.
Naidu said the certification and induction of the Dhruv NG into civil operations was an important milestone for India's indigenous civil aviation ecosystem, and a reflection of the growing capability of Indian industry to develop and support advanced aerospace platforms for commercial applications. CMD, HAL, Ravi K said the handover of the Tejas FOC twin seater trainers, HTT 40 basic trainers and Dhruv NG helicopters demonstrates the company's ability to develop and deliver platforms for diverse civil and defence requirements, reflecting the depth of capability built over the years and the strength of the indigenous aerospace ecosystem behind it.
Realistic Timelines and a Long Ladder
Singh called for realistic project timelines to address delays in ongoing technical projects, noting that delays can create gaps in meeting critical defence requirements, lead to cost escalations and raise the risk of technology obsolescence.
"There can be no sudden 'big bang' in the development of aerospace systems. It is a vast and gradual process involving a wide range of components. All the products and components involved represent small rungs on a long ladder; we must move forward one step at a time. Naturally, there would be challenges, but we need to view them as milestones on a larger roadmap to achieve progress in a sector as complex and crucial as aerospace," he said.
He asserted that India is moving systematically towards Aatmanirbhar Bharat in defence, and listed the steps taken by the Ministry of Defence to promote self-reliance, including the opportunity given to Defence Public Sector Undertakings to advance alongside a level playing field for private industry. The shift from manufacturing to indigenous design has been a recurring theme in the ministry's own messaging through the year.
Create Technologies That Do Not Exist Today, Defence Minister Tells Young Engineers
Terming research and development a crucial priority area, Singh urged young scientists, engineers, designers, test pilots and technicians to take it as a challenge to create technologies that do not exist today. He called on them to develop capabilities that secure a leading position for India in the global aerospace technology landscape over the coming decade.
He said the public and private sectors should be seen as collaborators rather than competitors.
"There is a need for enhanced public-private synergy to build next-gen indigenous aerospace capabilities. By working together, we can accelerate the growth of India's aerospace sector. We must prepare for the sector's transformation through Artificial Intelligence, autonomous systems, unmanned aerial systems, electronic warfare, cyber technologies, and next-generation propulsion, with a strong focus on their indigenous development and integration. Let us all resolve to make India not only self-reliant in the field of aerospace technology but also a global leader," he said.
The ministry said Singh also termed the ceremony a symbol of the growing synergy between civil aviation and defence aerospace capabilities, and called for an ecosystem capable of addressing the needs of both the civil and military aviation sectors. He said that when capabilities such as aircraft design, avionics, propulsion, composite materials, flight control systems, manufacturing and certification are developed within the country, the entire aerospace sector benefits. HAL was described as a pillar in that effort, with the Defence Minister exhorting the company to expand across design, development, manufacturing, certification, lifecycle support and global marketing. The day's deliveries followed the handover schedule announced ahead of the ceremony.

Chief of the Air Staff Air Chief Marshal AP Singh, Secretary (Defence Production) Sanjeev Kumar and Secretary, Ministry of Civil Aviation, Samir Kumar Sinha attended the event.
