India's Defence Public Sector Undertakings (DPSUs) are state-owned companies under the Department of Defence Production, Ministry of Defence, responsible for the indigenous design, development and manufacture of military hardware ranging from combat aircraft and missiles to warships, submarines, armoured vehicles and ammunition. The sector today comprises sixteen companies: nine long-established DPSUs — Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL), BEML Limited, Mishra Dhatu Nigam Limited (MIDHANI) and the four defence shipyards Mazagon Dock Shipbuilders Limited (MDL), Garden Reach Shipbuilders & Engineers (GRSE), Goa Shipyard Limited (GSL) and Hindustan Shipyard Limited (HSL) — plus seven newer corporations carved out of the erstwhile Ordnance Factory Board (OFB) in 2021. Together these companies supply the Army, Navy, Air Force and Coast Guard while increasingly competing for export orders.

Aircraft, electronics and missiles

HAL, headquartered in Bengaluru, is India's largest defence company and the country's principal manufacturer of fighter aircraft, helicopters and aero-engines, building platforms such as the Tejas light combat aircraft, the licence-built Su-30MKI and the indigenous Dhruv and Prachand helicopters. BEL, also based in Bengaluru, is the country's leading defence electronics manufacturer, supplying radars, sonars, electronic-warfare suites and communication systems across the three services. BDL, headquartered in Hyderabad, manufactures guided missiles and torpedoes, including the Akash air-defence system and anti-tank guided missiles, while MIDHANI supplies specialised titanium, steel and superalloys used in aircraft, submarine and missile programmes.

Land mobility and shipyards

BEML, based in Bengaluru, supplies high-mobility trucks and armoured recovery vehicles alongside its civilian rail and mining businesses. India's four defence shipyards build the bulk of the Navy's and Coast Guard's fleet: MDL in Mumbai and GRSE in Kolkata construct destroyers, frigates and submarines, GSL in Goa builds offshore patrol vessels, and HSL in Visakhapatnam, the country's oldest shipyard, undertakes submarine construction and repair.

The Ordnance Factory Board corporatisation

Until 2021, ammunition, weapons, vehicles and clothing for the armed forces were produced by 41 factories run departmentally by the century-old Ordnance Factory Board. On 1 October 2021 these factories were reorganised into seven new government companies, each grouped around a product line such as ammunition, armoured vehicles, weapons, clothing or optronics. The reform gave the former factories corporate autonomy and greater freedom to seek export orders, and the group has since moved from a combined loss to sustained profitability.

Role in India's defence-industrial base

The DPSUs sit alongside the Defence Research and Development Organisation (DRDO) and a growing private sector as pillars of India's Atmanirbhar Bharat (self-reliance) push in defence manufacturing. While long criticised for delays and cost overruns, several DPSUs — particularly HAL, BEL and the shipyards — have posted record turnover, order books and profits in recent years, driven by rising indigenisation targets and export ambitions.
